Who regulates gambling and betting in Greece?+

The Hellenic Gaming Commission (HGC), known in Greek as the ΕΕΕΠ, is the competent regulatory and supervisory authority for gambling and betting in Greece. Licensing and regulatory requirements differ according to the nature of the activity and the role each participant plays in the market. The HGC supervises compliance with the applicable framework and has powers to impose sanctions for breaches and for unlicensed activity.

What types of gaming licence exist in Greece?+

The Greek framework provides for different categories of licence and suitability licence, depending on the activity. Within the scope of our services, we advise online operators mainly on the Type 1 and Type 2 licences, affiliates on the Affiliate Suitability Licence, and manufacturers and technology suppliers on the corresponding suitability licences.

Can an offshore or EU operator accept bets from Greek customers without a Greek licence?+

As a rule, no. A licence held by an operator in another EU country, or outside the EU, does not by itself permit it to offer online gaming in the Greek market. Providing online betting or casino services in Greece requires the corresponding Greek licence from the HGC. The HGC maintains a White List of licensed operators and a blacklist of unlicensed sites, and unlicensed activity in Greece can attract both administrative and criminal sanctions.

Do affiliate and marketing businesses promoting gaming operators need their own licence?+

Yes. Businesses that promote or market licensed operators to the Greek market — affiliate websites, comparison platforms and digital marketing agencies among them — generally require an Affiliate Suitability Licence, and must ensure their agreements and advertising practices meet HGC and GDPR requirements.
